The research objects are the regional social standards of health care. The purpose is to develop a system of standards and description of St. Petersburg basic policy principles of health care in order to improve the living standards in St. Petersburg.

The research reveals a concept of the ​​health care living standard. The glossary of terms is developed.  The legal, economic and social aspects of the Standard are developed.

The system of living standards allows rendering health care services to the residents on a free and irrevocable basis at a certain level in accordance with the current health system state, St. Petersburg budgetary possibilities, and the WHO recommendations.

This research work lays down the foundation of developing new health care management tools (natural system of quantitative indicators) functioning as constraints and health care quality characteristics. The research results can be used by the St. Petersburg Administration to adjust the Public Health City budget formation in order to increase the efficiency of consuming health budget financial resources and ensuring the legitimate rights and interests of St. Petersburg residents.
