Improving the efficiency of financial and administrative management of cultural institutions of St. Petersburg.
The Project "Improving the efficiency of financial and administrative management of cultural institutions of St. Petersburg" is the second round of the competition for distributing the grants of the Government of the Russian Federation at the expense of the World Bank loan. The maximum size of one grant is not more than US$ 200.000.
The main purpose of the grant competition is to increase the commercial potential and the level of services rendered by cultural organizations included in the State Code as the most valuable peoples’ cultural heritage objects of the Russian Federation in St. Petersburg.

2. The Project implementation mechanism
The Project objectives are as follows:
- to provide maximum use of the funds allocated by the Government of the Russian Federation for cultural organizations and provide high quality level of the 2nd competition tour for the best off-budget projects among cultural organizations included in the list of the most valuable objects of cultural and historical heritage;
- to establish the infrastructure conducive to the effective administration of the cultural Projects.
The following tasks have been resolved upon reaching the stated objectives:
- The advertising campaign was conducted within the structural units of cultural organizations in order to inform the rank and file employees about the conditions of competition.
- The specificity of each cultural organization's work was analyzed by the employees of the Management Solutions Ltd. Consulting Company.
- The selection of business ideas applied for getting the World Bank grant was carried out in several stages.
- The seminar for the initiators of business ideas was carried out for the working groups "Business Planning for extra-budgetary projects of cultural organizations".
- Twelve Project concepts were developed by the Management Solutions Ltd. experts alongside with representatives of cultural organizations.
- The presentation of the Projects was carried out at the Expert Council and the recommendations of the Tender Commission of the Government of the Russian Federation concerning the Projects’ financing were handed over.
- The elaborated business plans of the Projects selected by the Expert Council jointly with their initiators were developed by the Management Solutions Ltd. experts.
- The final decision on allocating grant funds for extra-budgetary projects of cultural institutions was made by the Tender Commission of the Government of the Russian Federation.

4.Conclusions
The large numbers of precedents implementing commercial Projects of St. Petersburg cultural institutions allowed the latter to adapt faster to the market economy work, to attract actively extra-budgetary resources, to improve their commercial potential and the level of services rendered to citizens and visitors of St. Petersburg.
